well a well balanced body is the best thing as you do not want any muscle imbalances. That being said, in order to throw harder, a dominant lower body would greatly help in generating force from the ground for hip to shoulder separation. The upper body is there to help guide the ball through the delivery. Just train with the 3X program and you should be good to go.

I’ve seen guys who have very strong upper bodies generate a lot of velocity because they keep their shoulders closed well and they use their pec and rotator cuff to go into external rotation. Without good upper body strength, it becomes really hard to use the force your lower body created. If you don’t have good shoulder strength, then effectively loading the arm is a challenge.
